In addition two new members of the Executive were elected:
Ann O'Connor and Quentin Gunderson
1 Vic led a discussion about representation on other committees such as RCVY/RVSF/BCVYS and the LMC of Connexions. New members on the committee noted that they would like more time to be able to plan to join some of the other committees.
2 Youth Service
Tom Corban summarised forthcoming changes in the Youth Service he began by describing historical research that had shown how institutional fragmentation had let some young people to fall through the net of statutory provision. The paper “Bridging the Gap” began the drive for partnership working and the identification of hard to reach young people.
This was followed by the introduction of the Connections service and Transforming Youth Work. The Government hopes that the requirement to collect participation figures, record outcomes of work with young people and provide accreditation will lead to a less patchy provision of youth work.
The youth service review identified that a significant amount of workers' time was spent in managing buildings. The new structure for the service has identified a business stream to manage buildings, repairs and lettings and four, geographically- based, youth work teams. The plan is that all workers will be in post by September and able to begin a `needs analysis' of their respective areas.
Voluntary Sector Capacity building
Tom noted that there had been a separation of partnership working with the division of Berkshire County into 6 Unitary Authorities but he hoped that both the statutory and voluntary sectors in Reading would now be in a position to work together. The joint funding of Cath Bethell's post was an example of good partnership working.
Tom saw that the challenges for the future would depend on workforce reform and the building of multi-disciplinary teams (e.g. youth workers, social workers and health workers).
Vic thanked Tom for his support of the group both professionally and through funding and wished him well in a new post in Dorset.

A brief ordinary meeting of RCVYS followed.
The notes from the previous meeting were agreed and there were no matters arising.
Vic distributed a note on Finances and drew members' attention to the bursary grant and sources of continued funding.
Cath introduced her Development Worker's report (copy attached) and reminded everyone that up to date information was available on the website- www.rcvys.org.uk
We have been asked to come up with a new name for the group by the next meeting in October.
