Children & Young People's Plan
The Children and Young People's Plan (CYPP) is one of the key things that came out of the work started with the “Every Child Matters” Green Paper. Local areas will now all need to produce a single, strategic, overarching plan for all services affecting children and young people.
The CYPP is intended to lead to more integrated and effective services to secure the outcomes for children. It builds on existing pieces like the Ten Year Childcare strategy, the National Service Framework for Children, Young People and Maternity Services and the Children Act 2004. It is a key part of how Government local authorities will improve children's services.
It will identify where children and young people need outcomes to be improved, and how and when these improvements will be achieved. Improvement must be based on an accurate and comprehensive assessment of the current position. The process is complex and demands the involvment of all partners.
The CYPP and the process of joint planning should support local authorities and their partners as they work together. The local authority will take the lead to:
Agree clear targets and priorities for all services affecting children and young people.
Identify the actions and activities needed to achieve them, and ensure delivery.
In Reading the CYPSP is using its workstreams to build the pieces of the plan so the voluntary sector will be involved through its reps on these workstreams.
