CYPSP Reps
Voluntary and Community Sector Representation on the CYPSP Workgroups

RCVYS has been asked by the board of the Children and Young People's Strategic Partnership to find people who would be willing to act as Voluntary Sector reps in five new workgroups. The workgroups will consist of practitioners from the wide range of organisations that provide services to children & young people in the Reading Borough Council area. Further details of the background to these workgroups are given below.

The reps would be ratified by Reading Voluntary Sector Forum and would be supported by both RVSF and RCVYS. Reps would be required to
attend meetings (expected to be approximately every other month)
report back on those meetings
use the RCVYS network to disseminate information and opportunities to the wider voluntary and community sector

At the last RCVYS meeting it was decided that we should invite people to nominate themselves for the group which they felt was most appropriate. Initial nominations have been received from the RCVYS membership but, in order to ensure the widest opportunity for groups to be involved, it has been proposed that we open nominations to a wider circulation.

Nominations are therefore invited from all groups working within the voluntary or community sector in Reading for these roles. It is proposed that we seek 2 reps for each of the groups detailed below.

Nominations should be sent to Cath Bethell (cathb@rcvys.org.uk) by the end of Mon 31st Oct 2005. Alternatively nominations can be entered on the Nominations Form on the RCVYS website.

The reps should be from organisations working with Children and/or young people in the Reading Borough Council area and will be expected to follow the guidelines set out by RVSF for representation

If more than two people are nominated for any workgroup then there will be an e-ballot from among the RCVYS membership to select two reps for each workgroup. (Please note that RCVYS membership is free and open to all those who are working in the voluntary and community sector with children & young people in Reading Borough Council area. Details of how to become a member along with the electronic membership form are also provided on the RCVYS website)

I will send out a notification on Tuesday 1st Nov with details of who has been nominated. In the event that multiple nominations are received then an email ballot will take place with voting closing on Tuesday 8th Nov. The final results will be made available to all as soon as possible after that date.

I would therefore like to ask you to consider if you would be willing to offer your services as a rep on any of the workgroups. If your work spans multiple groups then please indicate your preferred workgroup and whether or not you are willing to be a representative in a different group if any group is short of nominations.

If you know others who may be interested then please pass this on to them as well.

Background

Following changes to the CYPSP (Children & Young People's Strategic Partnership) there will be a far greater opportunity than in the past for direct involvement of practitioners from the voluntary sector.

The CYPSP now consists of a board, exec and 5 workgroups. The board and exec are in place and we have 2 places on the board (Laura Collard and Cath Bethell) and one on the exec (Cath Bethell).

The next phase is the creation of the workgroups. These are age/topic based as follows
0-6 years
7-13 years
14 + years
Youth justice/crime and community safety
Children's health issues (currently including disability)

These groups will include some previously separate partnerships in order to minimise the number of meetings we all attend. To date those which are confirmed as being subsumed into the CYPSP workgroups are
Early Years, Childcare and SureStart partnership
Children's Fund Strategy Group
Connexions Local Management Committee

The board have asked a number of people to act as conveners for these groups. Their role will be to facilitate the setting up of the group. The group, once in place, would then decide amongst themselves who is to chair their particular workgroup.

Avril Wilson (Youth justice/crime and community safety)
Kim Wilkins/Vera Azuike (Children's health issues)

The groups are intended to be for practitioners and should be focused on work which influences the delivery of services to children and young people across the Reading Borough Council area.
